Amen, Oregon does ding the working families. I owed year after year to this state, and I have 3 children! When I finally put my youngest in part time daycare, Oregon finally owed me for once. Sad that you have to go to that extreme (paying another to raise your child) just to break even with this state.

Every married couple I know, no matter what their income level, have routinely owed additional Oregon taxes. There is no free-ride in Oregon because we lack a sales tax.
An income tax funded by the working class, and still after the end of the year they owe. Those traveling up and down I-5 to get to Canada, Washington, California, or Mexico stop in Oregon most likely to spend money on lodging, food, or other tourists attractions. If this state collected sales tax instead of such a high income tax, we might be in better shape, instead the tourists get tax free goodies.
