I think City University used to be the cheapest per credit.

Sorry, their ultra unique name is really City University. I guess the full name is City University of Seattle.

City University of Seattle - Accredited institution offering undergraduate and graduate degree programs

I have a buddy that just got another degree from there since his company paid for it so I know the either have a Portland branch, or don't charge out-of-state tuition for Portlanders. I think most classes are done either online, or night classes since they used to cater to working professionals. His company is cheap so I figured they looked into the least expensive school to send him to. Good luck.

Assuming an Oregon resident: The least expensive approach is to take as many transferable courses at a community college and then switch to a 4-year college. In Portland that would be Portland CC or Mt. Hood CC and then transfer to Portland State University. The aspiring transferee would need to check with PSU about their policies and academic requirements for a student using this approach.

The risk would be that the student does not earn good enough grades at the CC to be admitted to PSU.
