Because he's a solid quarterback stuck in an absolutely horrible franchise. The owners admitted that their philosophy is to keep the salaries low and find young talent.
There hasn't been a decent head coach since Ditka. The coaches are spineless and just plain crappy. Fox? Are you kidding? He doesn't know the first thing about developing a top tier team. He was the freaking Jags coach. Then he got fired from the Broncos because Elway knew he sucked. Lovie? He was a joke.
Cutler has never had a O-line worth a dam. What's the message that sends? "We don't give a crap about protecting our QB." How does this make Cutler feel? Like he's on a team with a management staff that has no clue how to build a great team.
Playing on that team has to be incredibly discouraging. It's so poorly managed. Seriously, who the hell sends their team to the Super Bowl with Grossman at the helm. That was a recipe for disaster. The Bears have no idea how to take care of their QBs.
It's not all on the Bears. Cutler is also just not that good too.
He's stuck with a coaching staff that doesn't know how to develop his abilities. The guy has an incredible arm. He knows how to hit his receivers and he can throw the long ball with accuracy. He can also scramble.
To the poster who said he can't take a hit. I just have to laugh at you and wonder if we're watching the same guy. Cutler has been absolutely brutalized as QB for the Bears. He has no protection and takes multiple hard sacks per game. He gets back up and keeps playing. The dude is tough as nails.
He's stuck on a terrible team and it's not his fault. A team is only as good as the coaching. Even if you have great players like Urlacher, Briggs, Cutler, Forte, Alshon, Hester it all adds up to nothing without solid coaching, game plans, plays and management.
Remember that guy named Barry Sanders? Can you imagine if he would have been on a decent team? How many Super Bowls would he have won? MVPs? How many records would he hold if he had an O-line that could open up decent holes for him? It's all about the coaching and management.
It's easy to pick on Cutler because he's the focal point of the offense. But look at the plays he's working with. The morale of the team has been crap for decades.
It wasn't too long ago that the Cubs were rebuilding and look at them now. I'm not saying Ryan Pace is Theo Epstein but he deserves a few years when you look at the mess he inherited. I don't know if Fox is the right coach, but he sure beats Trestman.
As for Cutler, he is only one of 11 guys on the field. If he gets decent protection, he can be pretty good, but you also have to have receivers that can catch the ball. Also, it's hard to be successful with 6 coordinators in 8 years. When he was signed the Bears didn't have many other alternatives, at least none that were any better. Was he overpaid? Probably. With no more guaranteed money, this is probably his last year in Chicago.
Where the Bears have failed is in not developing a young QB. They have drafted some in the later rounds but none of them seem to last. Now they have the kid from USC, Matt Barkley. Who knows if/how he will work out, but even the next incarnation of Joe Montana couldn't do much with the way this team is now.
Cutler is a mediocre and a crybaby. This season could be his last season with the Bears. Rodgers on the other hand is going to be around for the Packers for a while until his retirement.

Rivers is a crybaby, not Cutler. Cutler is a just a guy who's been beat to sh** because his coaches won't put a decent O line in front of him. And duh, of course Aaron Rodgers is going to be with the Packers for awhile. He's part of an amazing organization that knows how to build winning teams. Unlike the disaster knows as the Chicago Bears.
