Well I bet the HOA board would love to have your happy, helping presence as a member.

Have you offered? If not WHY NOT?

Most people in HOA are apathetic and have no idea about finances, projects, etc.. I am interested and care.

The ways in which you choose to show your interest don't convey "care." They show you to be petty and vengeful.

Is there a high prevalence of people in the United States who have a "winning is everything" attitude and then when they are defeated take it personally, sulk, and never apologize to someone else.

No, not hardly at all. Very rare. Your neighborhood is a special place, where special people live, and special things happen.

Well hopefully someone with a psychology background will reply and convey thoughts on what causes someone to develop a "winning is everything attitude" and how best to deal with someone with that attitude.

I know what you're asking, and I do not have a psychology background, but can you really not see how your focus on this subject is actually driven by your desire to win? I mean, why do you need an apology so badly? What will happen if you get an apology? Will you let it go then?

I'm gonna go out on a crazy limb here and say you want the apology so you'll feel some kind of justice. Justice is the sense that truth and fairness has prevailed. You feel like you are right and the other person is wrong, so you want your rightness to prevail. (Winning). A healthy outlook would understand that letting the whole thing go and freeing your mind from the obsession is the real winning.

You will never be able to avoid these kind of people....because you are these kind of people. You want to avoid people, like you...who are you.

If what I'm saying is completely foreign to you, this may help you start to understand your emotional investment in this conflict.

But maybe a psychologist will be along soon, too.

Fantastic response...which will go whoosh, right over the OP's head.
