Isn't the basis of a stay at home order to stay at home?

The same reason some people park in "No Parking" areas. For some people, unless there is a physical barrier or an authority standing right there telling them not to, they are going to act as if the rules don't apply to them.

They think the virus is a hoax to install martial law and no one's going to take away their rights. Or they think only "really old" people get it and die, so they're safe and can go out and about as they like.

Most are people under about 35, who think they're naturally immune to the disease, because of their youth and health status. But they're wrong; in some countries, that age cohort has been harder hit than the 80+ crowd or people in their 50's. Stats vary significantly between countries. What does seem fairly consistent internationally, as far as I can tell, and according to some reports, is that healthy school-age children haven't been hit.

AND, crucially, they don't understand that they can be carriers of the virus and pass it to others, who may well get sick, even if they're, themselves, are asymptomatic.

I have a hard time believing so many are ignorant of the rules with all the media coverage this has been getting so that leaves selfishness as the reason these people behave the way they do. As long as it doesn't effect them, and statistically this virus is far more deadly for the elderly, they don't care. That's what it comes down to. If they aren't elderly or immune system compromised it's very likely they'll only have mild to moderate symptoms. They simply don't care about anyone but themselves.

There is a case in my state were someone who is 37 is in the ICU and they were in good health and never had any underlying conditions.
