It's quite clear that being a feminine man is looked down upon in most societies compared to being a masculine women. Even with all the gender liberation that's gone on in Western societies, men can't wear high heels, leather pants, earrings, makeup etc.. without someone questioning their sexuality.

The vast majority of straight people enjoy the fact that men and women are noticeably different in cultural as well as physical ways. Opposites attract. My husband has no desire to look like or dress like a woman; why would he? That’s my job. You’d better believe that if he started wearing makeup and high heels, I’d question his sexuality.

At its root it's good ol misogyny. If you view men as superior to women it is expected that a woman would want to emulate masculinity. But wholly unacceptable for a man to debase himself and emulate femininity.

Thus it is OK for a woman to wear pants but not for a man to wear a dress.
