It prepares the person to be asked an intrusive question. Which might be polite to warn someone. It gives a person a little time to "steel oneself." IMO the question is almost certain to be one that you have been asked before.

I have a close friend that I've had for over 50 years. He will preface such a question with either "can I ask you a question" or simply "question." I remember when we were 16 and juniors in High School. I was giving him a lift home and he said one of those, and proceeded to ask me why, two summers before, I was kicked out of a sleepaway camp. Since he seemed to ask from what I call a "place of integrity" I gave him an honest answer. Reposing that kind of trust in a 16 year old is hard.
