My guess is the deceased saw the perp robbing a bank, leaving the bank with a 7-11 drink in his hand. The deceased followed the perp and the perp went road rage on the deceased and then threw the body in the woods. PG police were still busy trying to find who threw the cat out the window and couldn't respond to the 911 calls in time to catch the perp.

Could it have been a lifelong PG resident who was so upset with the recent crime spree that he was walking out of town, got lost and ran out of food and water since the 7 eleven was closed?

The updated NBC news says it has been identified as a female but no personal identification has been discovered. It sounds like decomposition is pretty advanced. I imagine they are going through missing person files.
