Help for sidewalks,bike paths (Port Charlotte: living, electric, education)

We have a lot of sidewalks here in Port Charlotte in various conditions,some great with others needing help.Some of the newer wider walks are refered by some people as bike paths but I don't know which term that is correct.I ride a bike many miles on these walks giving pedestrians the right of way when meeting or passing .
The sidewalk/bike path along Cochran between Pellam and Education Way is much used by the people in the three senior living facilities along this stretch of walks with some just walking,in wheelchairs or electric carts,even met one lady pushing a man in a hospital bed on the walk.
The walk has many uneven places between the sections with varying 1" to 2" different in height which creates difficulties for these frequent users.A section of sidewalk along Forest Nelson had this probles and was helped much by grinding down these high places.Would like to know where to turn to get these walks on Cochran given a similar treatment for the folks who use them quite a bit.
