I’m curious as to how these new regulations apply in areas where there are already established landscape guidelines. For example, I live in Deep Creek so do I follow the new regs or stick with the old? Or, since I’m on the ‘other side of the bridge’, so to speak, does it really matter?

Looks as though these regulations apply to the City of Punta Gorda, which would include near downtown PG and surrounding locations, and PGI. They wouldn't apply to those who live in unincorporated Charlotte County and have a Punta Gorda address. That would include those who live in Deep Creek, and us too, here in the Outer Rings of Saturn near the Walmart Distribution Ctr off US 17.

Nothing to worry about. It also looks aa though many of the new rules apply to new construction.

I doubt any government law or regulation can be backdated to existing conditions. IMHO

I looked through the whole document and could not find anything on fruit/citrus trees. I thought that was odd.

Funny story (well, at least I find it funny) from when I was first looking to buy in the area.
I was in PGI with a realtor and as we arrived at a house to look at, she stated that in PGI you were required to have a sprinkler system. Being a firefighter, my first thought was, and I asked, "A fire suppression sprinkler?", thinking that was pretty progressive. She gave a quick, as-a-matter-of-fact reply of, "No! A lawn sprinkler!" to which I said something along the lines of, "Oh. So it's ok to have your house burn down but you better have a nice lawn".
She didn't see the humor in it.
