This makes me wonder. There are not enough local contractors so out of state contractors are coming to fill the void I'm assuming. Is the county checking their license to make sure they are legit?

Any out of area ( whether from other areas in Florida or out of state) contractors are required to register with Charlotte County before they do any work in the county. As long as a contractor is licensed in the State of Florida for his trade he doesn't have to be licensed locally. I'd assume that out of state contractors would be required to obtain state licenses for their trades but I don't know how that works as we have dealt only with local ( really local, not just setting an office up in Ft. Myers or Port Charlotte and claiming to be local) contractors for the work we have had done. These local contractors, as well as the subcontractors working with them have been professional, shown up when they said they would, done a great job and didn't rip us off.
