For all stations, not just top 40's, try this one:

Features : Ratings Recaps : Holiday 2011 PPM: The National Recaps | Radio-Info.com

Scroll to "The PPM 40 - Holiday Books' 40 Biggest Cumes".

As it turns out, WLTW is the #1 overall listened to station in America, while WHTZ is the #1 top 40 station.
This may sound a bit naive but is this for the entire year or just the most popular stations during the holiday season?

This is just for the holiday season but Radio-Info does this for every rating period, so you could average them out to get a yearly figure.

Radio ratings are always changing. The most popular station today won't necessarily be the most popular station during the next ratings period.

The simplest way to compile a list for yourself would be to go back to that outstanding Radio-Info.com: Radio's Online Community website, and go right down the list of markets, and make a note of the stations with the largest cumes (cumulative audience, or the number of listeners who listen to the station during any given daypart for at least 5 minutes), and you'll have your list.

Besides WHTZ (aka Z100) and KIIS-FM, other top 40 powerhouses would include WXKS/Boston, WNCI/Columbus OH & KHKS/Dallas.

So what are you using to define popularity if not public opinion? If you are going straight ratings you really should be able to Google it.
