AT&T serves that area with DSL and their top couple of packages come with static IP. Not the greatest provider in the world, but I have found that using an alternate DNS address seems to keep things working better as theirs seems to take a dump every so often. Its kind of funny to read about some major ATT outage on the web and have never even noticed it due to teh alternate DNS.
I haven't heard much about Clear, but $40/mo for 6Mbps down seems much better than what you get for the money with DSL/Cable. I wonder if its a good option for you - I have another friend in Cary that seems fine with it, but I don't know if it can offer a static IP.
