What you have is actually referred to as a stemwall slab. It is just a raised slab foundation, with the look of a crawl. There are plusses and minuses to both foundations, as well as vinyl, and it depends on what grade of vinyl, some are better than others. If you do a few google searches you'll be able to find better info than I can write however.
