Can you be more specific? Is this something associated with the Wake County public school system? Perhaps the Parks and Recreation department? Juvenile detention?

Project Enlightenment may be what you are thinking about....they provide early intervention resources (among many other things) for any child who is a wake county resident. You can have your child tested for various things, and get recommendations from them regarding the findings of the test. My sister went through them with her daughter, who was having some difficulty with what seemed to be processing information. They did an entire battery of cognitive testing and found she really needed some occupational therapy.

I have other friends who have gone through them who are trying to figure out why their child has delayed speech, etc.

They also have a huge selection of parenting classes, and parenting resources. Here is a link
