In my opinion, Kroger's prices are much better than Lowe's, so I'd choose their fuel program.

Krogers has the Shell program with 10 cents off gas. I actually find Krogers price the cheapest amongst the ones I shop.

IMO, the cheapest and normally where I go is Kroger as my first stop.
Then Harris Teeter because things seem freshest and I like their store atmosphere.
I rarely go to Lowes, some reason prices and store atmosphere doesn't appeal to me.
Finally, I never go to Food Lion. It seems their meat/produce is not as fresh, and the place always seems dead to me.
