Maybe a measure of average speed compared to speed limit to show efficiency.

We can also measure it in the use of drive-thru's.
How much fuel is wasted annually by people who won't get out of their cars to grab a burger?
But really, there are so many factors at play here that it can't be blamed on one thing or the government. We have a very unhealthy dependency on oil and our entire culture is now built around assumptions and goals that are tied to the automobile. We exacerbated the issue by growing our vehicles in the last 40 years when we should have been shrinking them in size. We ended up in more dispersed metros with bigger & less fuel efficient vehicles.
To separate ourselves racially & economically and to live in bigger houses, we also found ourselves in a very car dependent world.
