If there are 100 spots for a kindergarten class and 150 kindergarteners living in a base zone, how is it determined who gets those spots? Amount of years lived in the base zone? Does the parents length of residence in the base zone (ie, a parents who have lived there 10 years vs 6 years) make a difference? Does having older siblings in the school make a difference? Also, once on the waitlist, do kids often switch to the base zone if there is an opening?

I live in such an area. I believe that this is the order of priority...
1) Wake County employees
2) People who moved in before the school was capped
3) Date of purchase / lease

They said that they often get openings as some kids end up going to Magnet schools. Hence they do not finalize admissions until late May...

Any capped school is going to be admitting more than 100 kindergartners. I think the previous poster's criteria is probably correct, although siblings definitely have priority...and the number of employees looking to get into a given capped school is likely limited to people who work in said school.

People do come off the waiting list in the middle of the year and take the spot. Most people want to go to their neighborhood school and will take the spot whenever it comes up.

Thanks. 100 was just for an example. I was curious how it was determined.
