I moved to the Harnett County side (just over Wake County line) to get my child into a strings program. Not all High Schools in Wake County have string programs and I was worried they would transfer my child to another school.
Enloe High School (magnet) has a reputation for having the best performing arts programs in Wake County. Here is some info from their website:
Enloe High School has the largest high school orchestra program in the Wake County Public School System with 154 string students. Currently, we offer four orchestras in which to participate. Below is a brief description of each:
Concert Orchestra: This orchestra is designed to continue the study of the fundamentals of music and technique. Students are expected to participate in all performance activities of this group. Previous playing experience needed. No audition required.
String Ensemble: This orchestra will expand the technical proficiency of the members through the best in string orchestra literature. More advanced studies of intonation, shifting, and musicianship will be offered. Students are expected to participate in all performance activities of this group. Entrance by audition only.
Chamber Orchestra: This orchestra is for students with a high level of technical proficiency. The emphasis of this group is on the performance of chamber music. Students are expected to participate in all performance activities of this group. Entrance by audition only.
Symphony Orchestra: This orchestra is open to students with a very high level of technical proficiency. The emphasis will be on the performance of the best of full orchestra literature. Students are expected to participate in all performance activities of this group. Entrance by audition only. Symphony winds will be selected by audition in the fall and must be fully enrolled members of the Enloe High School Band.
Auditions for all orchestral groups are held in the Spring preceeding each school year. The dates below are the required audition dates for these groups. Interested students must prepare and attend the appropriate audition date for their instrument. Audition requirements are listed farther down this page. Violins Only:

Violin: G & B-flat major, 3 octaves, 4 notes per bow Viola & Cello: C & D major, 3 octaves, 4 notes per bow Bass: E & G major, 2 octaves, 4 notes per bow
I know Cary High and Green Hope have it, but I don't know what the extent of the programs are. I have a friend who is a high school teacher in a WCPSS magnet high school and she sent her daughter to Cary High specifically because of the orchestra program there.

Cary is known for a great band program and a great strings program.
I suspect the Enloe one is the best overall, but this will really depend on where the OP's friends want to live.
My son did strings for a couple of years at Wakefield High and it was a good program then. I don't know what they have there now or not... this was several years ago.
He did 11th and 12th at Green Hope, but decided to quit strings when we moved to Cary.
