Can anyone recommend someone who can create a web form that includes a credit card functionality as well as "Captcha" (which reduces spam)? I'm asking for someone else who needs it. Local, preferably.

You may want to have them check out something like Wufoo or Formstack to save some $$ and get a known service instead of looking for someone to remake the wheel for something like that.

You might consider posting in the "gigs" section of Craigslist. I posted there looking for a handyman and got a ton of replies.

But for anything more than a basic form on those sites with limited response capability, the cost is nearly $10 a month to $15.00 a month f o r e v e r.

It's more cost effective to hire someone who has done forms before and can easily do them again at a competitive price.

Is there anyone local? Anyone know of any local networking groups populated by web programmers who do a little side work?

That is a broad selection.

Also, as zitsky said, post a Gig on CL
You can also find a lot of people on Creative or Computer Services on CL, but it can be hard to ascertain that they are local. And there certainly are flakes.

For a job like this the fact that they are local or not really isn't necessary unless your friend wants to do their part to support the local economy (and probably pay more than they need). There are many people who can do that from NC to China. I'd suggest going with a site that holds the money in escrow which makes sure you don't have to deal with flakes. I have a profile on fiverr.com for gigs. They hold my money for about ten days or so to make sure that the buyer is satisfied with my work.

Yes, in the past, for my own stuff, I've used programmers from India and Greece and gone through "escrow" sites. In this economy, I prefer to go local, and I believe my friend is more comfortable dealing with a local vendor.

Thanks for link; didn't know about that one.

I put up a CL ad, and general quotes coming in so far are pretty much the same for local and international...a reflection of the economy, of course.
