If the water in your back yard is finding its way into the house then you can easily solve the problem by landscaping. It is not against the law to drain the water to your neighbor's yard.

No, but knowingly doing so would be somewhat of a douchey move.

^Even though the OP is a few years old, I'm following this discussion. I just introduced several indoor/outdoor dogs to the house and now the slowly drying yard is a much bigger issue...

Yes, divert your water problem to your neighbor. They develop a foundation issue and you end up in court. Good plan!
