When we hired TROSA for our move they didn't accept tips. The guys we used before that we tipped $50 each since they had to climb up and down five flights of stairs. They definitely deserved it after the workout they got on those stairs.

TROSA staff won't directly accept tips but the crew lead will accept extra funds via check that go as a donation (tax-deductible!) to the program as a tip after a fashion. We have done this each time we have used them as movers and have always gotten a nice and prompt letter from TROSA noting the donation. Of course we also try to have food, water, etc. for the movers in part as a result of the tipping policy.
I think it depends on how much of a move it is. I moved a one bedroom apartment where I did all of the packing and light stuff and had the movers just do the heavy things that I couldn't handle by myself. I tipped $20 each (2 guys) because it was snowing and they were so careful about tracking the wet stuff in and about going upstairs with my heavy bedframe. I also gave bottled water twice. They worked a total of 3 hours for me and that included drive time from Cary to North Raleigh.
We tipped 15% of the total cost to move. Granted these guys moved us 5 hours away from a 4 story townhouse to an apartment on the 3rd floor so we really appreciated all the work they did. There is no way we could have done that ourselves. We also gave them water and gatorade if they needed it too.
Note: if you use Trosa - when Trosa moved me, I wasn't allowed to give them food or beverages as they are in a rehab/recovery program. But as a previous poster noted, a tip given to the supervisor is considered a donation to the organization.

I know that's what TROSA says, but we offered them water and iced tea. I don't remember if any of them took the tea but they definitely took the water.
