FWIW, Cary had a pet limit and it was ruled unconstitutional and they had to remove it. I certainly don't agree with animal hoarders and want the best for the animals but it is not a good thing when our rights are being taken away more and more like this. You'd think they'd learn from Cary's example of being overruled. I have been trying to like living in FV and making the best of it but this is one is definitely going on my list of things I hate about it. idiots.

That's ridiculous. They should set the limit at 15 or 20 if they want to set a limit. I fully plan on having more than three pets if/when I ever buy a house!
I agree. I certainly dont want abuse of animals as I have 4 cats and a dog myself, but abdicating of our freedoms is a very slippery slope, especially in the response to a few bad apples. One size fits all doesnt tend to work well in municipal law, but a common sense approach is rare. These issues should be case by case.
I have a dern zoo then...
8 cats (2 strictly indoors, the rest are indoor/outdoor and/or friendly ferals that I have had spayed/neutered and take care of - shots & all)
1 dog
4 snakes
1 lizard
3 fish in a small fish pond outside my front door.
I do have 1.6 acres that are heavily wooded, heck.. I have room for a horse barn out back someday.. LOL
Government shouldn’t be controlling how many pets we should have .What next how many kids we can have etc etc etc ! These issues should be individually based on how the person takes care of their pets !If you abuse animals it doesn’t matter if you have one or ten.
When we moved into town from the county we had 4 dogs and the city rule was 3. We were careful not to let them bark outside so no one would turn us in. 3 were very small. One died so we are now in compliance. I can see some rules because it can get out of hand but only 3 is unreasonable.
Since this post has been brought back from the dead, thought I'd post F-V's current regulations. The only restrictions are to OUTSIDE pets, and it adjust by size of the property:

The following standards shall apply to private use kennels or domestic animals, allowed in districts where single-family dwellings and multi-family developments are permitted. Maintenance of animals within the interior of a residence shall be permitted without limitation to the number of animals. The number of animals kept and maintained on the exterior of a residence (principal building) shall not exceed the following standards:
A. Real property with less than 10,000 square feet.
i. Number permitted. Maximum of one animal. ii. Additional animal. One additional animal is permitted that is neutered or spayed and has a noise control method (medical procedure, barking collar or other method that effectively controls barking) shall not count to meet the maximum number of animals kept and maintained outside the residence. Total permitted is two animals.
B. Real property with 10,000 to less than 15,000 square feet.
i. Number permitted. Maximum of two animals. ii. Additional animal. One additional animal is permitted that is neutered or spayed and has a noise control method (medical procedure, barking collar or other method that effectively controls barking) shall not count to meet the maximum number of animals kept and maintained outside the residence. Total permitted is three animals.
C. Real property with 15,000 to less than 20,000 square feet.
i. Number permitted. Maximum of three animals.
ii. Additional animals. Two additional animals are permitted that are neutered or spayed and have a noise control method (medical procedure, barking collar or other method that effectively controls barking) shall not count to meet the maximum number of animals kept and maintained outside the residence. Total permitted is five animals.
D. Real property with 20,000 square feet or greater.
i. Number permitted. Maximum of five animals.
ii. Additional animals. For each additional 20,000 square feet, or portion thereof, of real property, where the owner's residence is located; one additional animal may be added having a noise control method (medical procedure, barking collar or other method that effectively controls barking) shall not count to meet the maximum number of animals kept and maintained outside the residence. Animals that are temporarily fostered (not to exceed a period of 180 days) to support rescue efforts, or agricultural animals not including fowl (chickens, geese, ducks), pigs or goats. The maximum number of animals shall not exceed 35 animals total.
