I believe that's the highest showing for Chapel Hill since in was #1 back in 1993. I've lived in Chapel Hill for quite awhile and "rain forest like charm" is not a description that comes to mind-- unless you're visiting the Botanical Garden. The only part of downtown that isn't in great shape in my mind are the ugly highrise condos that are/have gone up.
I think it's really interesting that Money Magazine changed its format (from years ago) on reporting "Best Places to Live" based on population categories seemingly picked at random from year to year. Last year it was small towns. This year it's small cities (50K-300K). In the end, it appears quite trivial since many of these small towns and small cities are associated with larger metropolitan areas. This is especially true when they reference all that an associated metropolitan area has to offer.
