If they want - they can make that club owner's life miserable. That is one way to help push them out.
It's also a great way for Chapel Hill to become a defendant in a multi-million dollar lawsuit. Check out how successful the Chicago Police force has been using such scare tactics. They are now disbanding the 100 member elite unit because of gross abuse of power. Follow the link and watch the first movie titled "Bar Raid Legal?". Interesting.
Chapel Hill has aspects of a Westchester town: rolling woods, a sizable "intelligentsia," and some attractive homes. But it has much more, including 25,000 students, a homeless population, drug dealers and addicts, and crime. (Check out the police blotter in the Chapel Hill News.) It is a short ride to Durham with more of the same. My sense is that most of the crimes here, like many other places, are primarily due to substance abuse. They include DUI, drug possession, stealing from homes and cars (in all parts of town). You'd proably have to visit here to know if this is a place that you would like or not.
