He sat there in his green car. The mexicans would wave him over when he needed to inspect their work. He would come over with no reflective vest nor a hard hat or safety glasses. These guys were working inside an excavation on the edge of the far right lane, right after you pass through the intersection, going east.
They should have had the far right lane completely barracaded. Instead, they put about a dozen 36" tall cones right against their excavation. No protection what so ever.
Whats the purpose of the inspector? Safety comes first, then work. That inspector needs to wear his safety gear when working in the right-of-way.
