You can try calling the non-emergency police number during the day and ask if it's a law-enforcement helicopter. They probably won't tell you the truth if they are working on a case.
It probably isn't a news/traffic helicopter since they don't generally fly at night -- it's more dangerous and there is less light for video. If it's early evening, it might be a news/traffic helicopter.
It probably isn't a hospital helicopter, but you can call the nearest hospital and ask.
It probably isn't a military helicopter.
I can't stand helicopter or jet noise, and I am so grateful I live in Brentwood where there isn't any. News/traffic helicopters used to be an issue on a daily basis until we all made a fuss -- many years ago. At the time, we even considered moving and looked at houses off Route 98 (north of here), thinking helicopters would not be an issue because it seemed to have a rural feel (at the time).
While we were there, a helicopter buzzed the house we were looking at.
I love Brentwood.

It's pretty well known that helicopter noise is unsettling and that's why it was used prominently in Francis Ford Coppola's movie masterpiece Apocalypse Now. You may also recall that Mr. Coppola's Viet Nam era reimagining of Joseph Conrad's Heart of Darkness won an academy award for best sound.
I don't see anyone getting worked up about helicopters. The strongest thing the OP said is "it's getting annoying" - I wouldn't call that getting worked up. The only people who seem worked up are the ones suggesting that asking an innocent question means you're a conspiracy nut.

Or, they'll just say "we don't have a helicopter", because that will be true for all law enforcement agencies around here, except the Highway Patrol.
If the helicopters are flying about the same time each evening my guess would be that they either belong to commuters with their own 'copters or that they are taking military from RDU to Fort Bragg.

Do a search. This helicopter thing comes up more than once. Usually accompanied by some oddball comments. I'm more amused than worked up. I was curious why Kroger was out of tin foil the last time I grocery shopped. now I know why.
I always thought it was kind of cool when the helicopters fly over North Hills. I usually stand at attention when the military choppers buzz by at low altitudeBack in the 50's dirigibles used to fly over Raleigh all the time. I really miss those too.
