Yes, they absolutely will do it if you have a permitted job. We finished out our basement and added a screened porch and extended our deck, and also added a sizable workshop/garage. They came by to check everything out and raised my tax bill for the following year.

I understand and that makes sense. I just wanted to clarify that you werent saying that Wake Co. would re assess after a buyer purchased the house.

You are saying they will re assess after a permitted job. Is that correct?

I'm 99% sure that they will not reassess simply due to a purchase by a new owner, but I'm 100% certain that you should expect reassessment if you do any worthwhile and substantial improvements via the permit system. Does that clarify?
