They will fine you for not getting you emissions done if you do not turn in the tag, I think the fine is $250.

You have to turn in the tag. Otherwise they just assume you are driving around with an expired tag and no inspection and will eventually fine you.

You should also call your insurance just after you return the tag/plate and you should get a prorated refund of your unused months of insurance.

I don't think so....my neighbor has a car with a tag still on it that hasn't moved in over two years. I know they will fine you if you cancel insurance and do not either turn in or transfer an unexpired tag to another vehicle but I don't think it matters if the tag has expired unless you get caught still driving the vehicle. However, the best bet is to just turn in the tag since he would need a new one anyway when he returns in two years.

Not unless he gets caught driving the vehicle with expired tags.

Incorrect...I would think I would know, since I got fined for this exact reason. I even had insurance on the car. They will fine you if you don't turn in your tag and you don't get your car inspected.

It looks like it's a $50 fine for failure to get your car inspected:

http://www.ncleg.net/EnactedLegislat...20-183.8A.html

Fifty dollars ($50.00) for failure to have the vehicle inspected within four months after it is required to be inspected under this Part.

I know I got a letter in the mail after I didn't get my 2nd car inspected for a few months - I don't remember the amount of the fine, but it was enough to get me to go take care of it right away.

Innocent until proven guilty. How can the DMV just assume I am still driving the car. The car is in storage. It does not have active registration.

This is how.

It doesn't come down to assuming you are driving it or not. If you keep the tags but don't get the car inspected you get fined. Their is no innocent until proven guilty. They will know whether or not you turned the tags in and whether or not you got the car inspected. The burden will be on you, not them since the fine will be issued to you and will not magically go away just because you weren't driving the car.

Be sure to let us all know how it works out 2 years from now. I'm still trying to understand how it is cost effective to pay for 2 years of storage for a $500 car.
