I live in the Swift Creek area. It is a protected watershed and the county really restricts how much pavement (i.e., impervious area) you can have. As NRG says, adding sidewalks would add to the imperviousness
There are neighborhoods with $1.5 million houses with no sidewalks. I don't mind because there is no traffic in our neighborhood and the kids can ride their bikes in the street. Moms push strollers in the street. Fathers jog in the street. etc.
