Also, if the infrastructure of your neighborhood was put in between somewhere around 2004 and 2006 you are in the same boat I am as the specific system they used they have stopped attempting to do Uverse on. Mostly due to issues with the vendor of the fiber conversion pedestals in the neighborhood and the fact that since the SBC/ATT/Bellsouth merger they have changed to a different system systemwide and we are kind of orphans here in the old Bellsouth area.
I switched from TWC to U-Verse maybe 18 months ago. The internet options in my particular install (near Davis Drive & Creek Park road) are limited to 24mbps, but I pay for and routinely get 18Mbps. All in all I greatly prefer the TV interface over TWC - I do miss the higher internet speeds that TWC offers though.
If you get phone, internet, and tv, there is no cap. From what I've read, they can't distinguish how much internet you use because tv and phone come in through the same gateway.
