I don't have time to look up the ordinance and re-run their calculations but it says right on the front page of the submittal 240 spaces required and 240 provided, so, unless major mistakes were made by lots of people it looks like they are good.
On the 6th page (the original Raleigh download only had the first 5 pages) it does show a decent size underground detention system, so that's probably why there is a large hole being dug.
