Yep they will be charging for the decks and it will be a nightmare to get out of. I suggest if you park in the deck stay for lunch or city markets celebration. Give yourself at least an hour after parade end. Parking on the street is a much better idea if you are not making the day of it.
I've had good luck parking in the open lots up by the museum off Blount street. Free on weekends and a close walk to the capital building where the parade come by.

I live downtown and do my coffee,brunch stuff there on weekends. And parking is free. However during special events I am almost 100% positive they charge a flat rate,usually $5 to park in all decks. Maybe I'm wrong. It wouldn't be the first time.If North Raleigh guy is referring to the lots that gov employees use going up towards peace street I do think they are free. I would rather do the 10 min walk then an hour in the garage.just my experience.
Okay, I'm directionally challenged and don't know Raleigh well. We were planning on going to the NC History Museum today. We were planning on getting there around 11. Is the parade anywhere near that?

May be too late to post this, but I used to live on St. Mary's St. so I would just set up chairs near Hillyer Church/Char Grill area. Not the same 'back drop' as downtown, but way easier to get in, get out, less crowded. You still have to get there early, but might be worth a try.
