You also have to consider they can't really wait until midnight to make the decision without causing even more inconvenience to the parents and kids. The two hour delay allows them to come in in the morning and have time to make the decision to call off school or not. They are pretty much damned if they do and damned if they don't as some people are going to be inconvenience and or upset wither way.

Well, they have the infrastructure to handle winter weather and the trucks worked thru the night. I used to hear the plows all night long. They could then make the decision on travel quality in the morning. Around here that infrastructure is not to the same level, and necessarily so. We get a plow on our road 2-3 days after the event.
To add a note of levity to the discussion - apparently WCPSS kids were desperate to know about any delay or closing and badgered WCPSS on Twitter. Their statement (for most of the afternoon/evening):

That isn't entirely accurate. Where I am from in NJ they regularly announce delays and closings the night before by phone robo-calls. It is true that back in the 80's when I was in school they did it the day of over the radio, but times have changed and now they seem to do it the night before to allow for planning.
This is cool never thought there would be lake effect snow in NC but that is happening.

Some kids have to be on the bus at like 6am or something crazy early. There is no time to make that call in the morning anymore.
