My side yard has been soggy for the past two weeks. I bought the house two years back, since it's out of warranty the builder will not do anything. I started noticing this only from the last 2/3 months. After rain, the water stays there for a long time, I don't see a pool because of the sod. But it is saturated and all mushy. I'm afraid if left alone this will affect my foundation which is like 3-4' away from where I have this problem. My side yard gets water from my downspout and my neighbor's who is at a higher elevation.

Since I'm a newbie, I have no idea where to start. Any recommendations on who I can contact to have this fixed? I was doing some searching around the web and it looks the slope should be regraded or a drain should be installed to keep the area. But I'm open to anything that will fix this issue permanently.
