I'm not sure what the population criteria is for this list or the small city list, but appears Apex would have made the small city list list if the town had a few thousand more residents. Perhaps we can strive for it by next year! The smallest city on the small city list had 45,119 residents and apex has around 43k or so I believe.
If they're using educational attainment and household income as the main drivers, Apex has a higher median income than Cary according to City Datas 2012 figures ($86,634 vs. $86,151 for Cary) and 61.3% of Apex residents over 25 have at least attained a bachelors degree where Cary is at 61.9%, so we're similar on many fronts other than being smaller.
I want to get in on the snobbery like our neighboring jurisdictions! Actually, we don't need to be on this list, but I fear we'll get there soon.
This thread is so funny to me. I have to say that for 20 years of living here, my wife and I have had a saying outloud anytime someone does something annoying. We say "They must be from Cary".
For example, someone cuts us off on the highway... "Must be from Cary". ...or.... In a busy parking lot, and a car does snot let you into traffic, "They must be from Cary". We came up with it when we lived in Cary 25 years ago. Bank tellers, cashiers, waiters, fellow drivers... there is a "snobby" factor we noticed even way back then. Then we moved to Garner and found a friendly place where the people are kinder and will tip a hat to a stranger.
...anyways, it's funny to us that Cary is on this list since it is what we have observed too leaving here in the area for a quarter century.

When those things happen to me I say they must be from NY.
Now when someone isn't moving fast enough I say they must be from Garner

Hahahahah! I do pretty much the same thing, and I'm from here.
