Since laws may differ (e.g. school bus rules for stopping when bus is on other side and the "move over" law), it's very wrong not to be sure new residents know NC's rules.

Perhaps a shorter test only covering items that might differ from another state.

When did the requirement to take the written tests go into effect? Only written test I ever had to take at the NC DMV was the one for when I wanted to add a tanker endorsement to my CDL.

I nearly failed the 'sign' test when I got my license here. I looked over the signs, though, 'yeah, i know these. easy.'

Problem was there were four signs that I had to identify that were missing the images/words on them.

Sorry, my brain doesn't work like that. I don't know what a triangle on its side is if there are no words on it. Or a yellow circle. I get this mode of testing if you are testing someone who can't read English, but this seemed nonsensical to me.

Despite totally bombing those signs, I still passed. About 16 of them were normal, I"d say 4 didn't have words on them.

It has nothing to do with language. It has to do with recognizing the type of sign without the words telling you what it means.

My 19 year old son just recently needed to get his NC license after moving from another state. I was shocked that all they wanted him to do was test on the signs - which they coached him with the entire time! I believe he should have been retested, especially at his age.
