Our HOA has the same restrictions about parking on the street and abandoned/unlicensed vehicles. If they haven't been towed by now, you should contact your HOA and report it. It seems obvious that the HOA isn't patrolling the streets.

Just be aware that your HOA may not have the legal authority to tow a vehicle from a street, regardless of what may be in a CCR document, particularly if it is a publicly maintained street. That differs by neighborhood, and whether the street is considered private or public (maintained by city, county, state). I'm don't even pretend to be a lawyer, but I would want to make sure my HOA had solid legal grounds for towing, before going down that road.

I hear you, wake. Still, I believe it's illegal (per city/state statutes) to park abandoned, unlicensed vehicles on a public street. And the wrong way. If the HOA covenants prohibit it and the street is private (rare), then whoever crafted them must feel they have the authority. If the street is private, report it to the HOA. If public, report it to the proper authority.
