Can any tranplants explain the NC highway use tax (HUT) and annual property taxes for out-of-state LEASED vehicles?

I moved here from PA and just got my NC driver's license and registration. The DMV didn't charge me for the HUT, b/c I don't own the car. Presumably, the auto (leasing) company is responsible for the HUT, though someone at the DMV told me that the auto companies are exempt from paying this tax. (?)

The DMV website isn't clear on HUT and property taxes on leased cars. Is the auto company billed for the taxes by the DMV and Wake County, respectively? And will the auto company then turn around and bill me for these taxes....as part of my monthly lease payment? Or are these taxes not applicable on leased vehicles? I've called DMV and the customer service for my auto company and have gotten conflicting answers.

We just registered our out of state leased vehicle yesterday.

I believe this is going to work the same way it worked for excise tax in MA. The DMV is going to charge the company you are leasing from. The company will pay it and depending on their level of customer service they might send you a courtesy letter or a copy of the bill informing you of the amount you owe. Then expect it to appear on your next billing statement.
