Both Towns are great so all depends on what you want and you need to visit and see for yourself since each area has it's own feel.
Apex has two dog parks and Cary has one at Godbold Park.
There are some developments in your price range that come to mind Scotts Mill,Park Village,Waterford Green,Scottish Hills,Wimbledon... get a good buyers agent to help with the search.
Salem Oaks, just north of downtown Apex, would be another great option. We have friends who love it there--tons of kids and close to everything. There is a dog park nearby, too.
We chose Scotts Mill for the following reasons:
