While what you are saying is correct, remember that you are not the one who will be living in it!!!!! I'm willing to bet they are aware of the extra heating/cooling cost. Keep in mind that everyone has different tastes. Nothing to be "outraged" over.
Now as a builder and without seeing the actual plans, I'd say that it appears to be a pretty fair price. It requires extra work and materials. Is it worth it? That decision is up to the buyer!
My family room is 10' raised (looks great with a coferred ceiling), with the rest of the house at 9'. What is going above the family room? For us, it is our bonus room, which we have a short step up into. We were not charged for the extra foot, so to me (for just a family room) it does seem pricey (depending on what is above it), but I really don't know much about the building process and your specific situation.

Mike J is right about the scale. I was in a new construction home a couple weeks ago that was lovely in many aspects but the ceiling height just felt weird in relation to the size of the room. Like if I were to tip my head back to look at the crown molding, I would bump my head on the wall behind me. Also sometimes hard to furnish at that scale sometimes.
Most of our ten foot ceilings have 8' doors, but yes, at 11' it will be a tall header over the doors.
I love tall doors.
I know it's an aside. Just felt like throwing that out there.
