Also recommend Holly at Color Salon... I use her for just cuts myself, but the woman in my office who recommended Holly to me does get foils and always looks wonderful. If I did color my hair for the first time, Holly would be the woman I'd ask to do it.
In the Holly Springs Walmart at their hair salon there is a girl named Ashley. She is wonderful. Never had my hair styled or dyed personally, she only cuts mine, but she does my wife's hair all the time and does a great job! Good prices too.

Expect to pay $$$ at any salon. I have partial foils done with oil blondeing in Raleigh for $100 and its not even a trendy salon.
