Where do they live off of Holly Springs Road? If they are in "unincorporated Wake County" (e.g., most of the land east of Holly Springs Rd is still unincorporated) then they do not have city trash pickup and must hire a private firm for trash pick-up. Recyclables are sometimes billed separately and the homeowner can choose whether or not they want it. If they want it, a separate bin is provided.

We chose not to pay for it, but instead make a trip to the recycling center on Yates Mill Road twice a month.

many school have ( or used to, anyways) recycling bins in their parking lots. I know millbrook high in raleigh used to have them. Also, some parks. theres a recycling facility off 96 in youngsville, as well as in franklinton downtown.

there are usually fairly convenient places to drop it off if you don't have service to your home (and not all places do, if you do not have city trash service)

Interestingly enough, when I moved into my house in Raleigh 1½ years ago I did not have a recycling bin (previous homeowners must have taken it?). Anyway I call up Raleigh trying to get a free bin instead of paying the $6 (just for the principle of it). After about 15 minutes I get someone on the phone and they take my info and tell me it's on it's way! Fast forward 2 months and no bin...I call the city back again and this time talk to supervisor. The supervisor explains that "it shows" it was delivered. I explain that it never was delivered and he tells me..."sorry about that...I'll send another one on it's way right now". Fast forward several more months and no recycle bin. Basically I'm tired of calling, so I just made my own bin (grey plastic tub) marked "recycle" and they take it every week. I can also fit more stuff in there. So if you don't have a bin, but your city/town/county offers recycling...make your own and save a few bucks.
Yes, you don't have to use their bin. You can use whatever you want.

Well, it's free in the same sense that the public schools are free & driving on our roads is free. Trash and recycling pick-up is covered by taxes here in Durham. That's much different than my experience living in Hillsborough where I had to pay a private company to pick up my trash.

I believe that's the problem. Its an unincorporated area.

That doesn't mean that it's a problem. Who have they hired to collect their trash? Does that company offer to collect recyclables for an extra fee? It's probably only a few extra dollars a month. If they don't want to do that, they can save up their recyclables in the garage and go to the recycling center once they get a "trunkful", or whatever their vehicle can hold. The closest center to them will probably we the one that I go to, off of Yates Mill Pond Rd.
