Average date of last frost in Raleigh is about April 1. April 10 or so is even safer:

I have a lot of clay in my yard so when I plant seeds in my garden I mix in some compost I buy from a big of store to add organic matter to the soil matrix. Has worked very well for me. Your best bet is to start seedlings indoors in small containers then transplant outside in late April. The danger of frost usually passes after April 15th or so. I would not put plant sout before then.

Depends on what you're planting, though. March is usually a little late for peas for example. They like it cold.

I just assumed the OP was like 99% of the human population and dislikes peas!

Hot peppers could have been sown in late January. Sweet peppers, eggplant, and tomatoes can be sown now. I find the following publication from Wyatt Quarles to be extremely useful for planning.

I guess if you're planting pepper seedlings indoors you could start now, but they like very warm ground temps.

Lettuce & spinach like it cool.

May 1 - 30 for transplants. The seeds should be sown much earlier.
