There has been some talk about pushing College Rd to a six lane freeway, extending I-40 (which takes up most of College Rd) to Oleander Dr, adding a SPUI interchange there.
I don't think they are going all the way to Carolina Beach though.
I have been to Wilmington, traffic on College Rd is ridiculously congested as we try to go to the beaches in the summer.

I-40 to Wilmington might end up like what I-95 is gonna be in the future. Because all of I-95 in NC will mostly be six-lanes, Virginia is also working on widening I-95 to six lanes to the NC state line.
Volume on I-40 south/east of I-95 is roughly 20K until you get close to the surface-road section where 117 ties in close to Wilmington. (It jumps to about 40K there.) No need for anything more than four lanes total (two in each direction) for well into the future (we'll probably have flying cars before that section needs widening.)
The current widening project will bring four lanes in each direction to NC 42 (with various merge/auxiliary lanes associated with the US 70/NC 540 interchange) and three past NC 42 (with a collector-distributor road to handle the traffic to/from Cleveland for a relatively short distance to end that project. That short 6-lane section past NC 42 is so that section doesn't have to be re-worked if/when I-40 is widened further south/east to NC 210 or so. The volumes don't call for much beyond 42 for the foreseeable future, but I could see the directional traffic split call for additional lanes at least to 210 sometime in the next 25 years or so.

College will most likely be 6 lanes before it's all said and done. I highly doubt it'll be a freeway because of UNCW's access on College Road and with all the businesses built up against the road already (that have political pull) but there will be some intersection improvements at Oleander, Shipyard and Monkey Junction (Carolina Beach Road) as well as access control.
To avoid confusion, note that NC 210 is a peculiar C-shaped highway that crosses I-40 twice. The northern crossing is Exit 319 in Johnston County. The southern crossing is Exit 408 in Pender County. The southeastern end of NC 210 is a convenient way to get from Raleigh to Topsail.
I can see widening I-40 to I-95 as a long-term goal since I-40 between Raleigh and Benson essentially acts as a spur of I-95 for those going to Raleigh from points south on I-95 & vice-versa, but any widening beyond I-95 would be a complete waste of money.
Dang. Guess we won’t be getting it on the sooner schedule after all. Definitely see suits being filed over this and that email certainly might persuade a judge to enjoin them from moving forward.
Then again, I’m still waiting for a response to a FOIA request I made for any and all documents and communications regarding when they knew the schedule would change for the Morrisville Parkway railroad overpass like 2-3 years ago.
