The flood plane in Crabtree Lake Park is a great place to picnic with a view of the lake. There are plenty of hiking trails or you can rent a canoe and cruise around the lake.

Try a college campus. I'm not that familiar with the campus' in Raleigh, but you can always scoot down to Chapel Hill and have a picnic on the quad.

Just to update...went with Dorothea Dix park. Beautiful views of the Raleigh skyline. Actually thought it would be a great place to throw a blanket and stargaze at night as well (not sure how that park is at night though!).

My favorite picnic spots are the Museum Park at the NC Museum of Art in Raleigh or Duke Gardens in Durham.
