state and fed govt offices were directed to display half mast in memorial of the soldiers killed at the recruiting office in TN

Ah yes sorry I'd forgotten about that because of Louisiana :-/

Twingles- as I was typing I thought I wonder if Americans call it a half mast flag and there you are, you don't. Half staff is not used in UK. All half mast there

Yep, I've lived here for decades and still think half-mast and sometimes remember to correct myself to Americans and say staff. But I find they are very accepting of either verbiage. But twingles is right, in that mast is on a ship. I wonder if we say half-mast because of our sea faring history?

It's widely called half mast, linguistically correct or not.

I googled the answer today, wondering if someone had died yesterday. The first result regards the politically charged argument of why they weren't lowered before today.

I began noticing this yesterday; I live on the periphery of the former "hard coal" region of Northeastern Pennsylvania; participation in the military was very strong here during the Second World War, and has remained a very strong tradition in many families. The pattern took root first at veterans' lodges, and appears to be spreading.

Half staff is never used in Britain. Must be an American phrase from yesteryear. Or at least I've never heard it and not has my husband.
