I have a mental illness but I believe people should still be responsible for their actions. At the very least, there should be some follow up by the police that the guy is getting treatment and is taking his medication, if prescribed. Being mentally ill is not an excuse to attack people.

"As a therapist, what I want to know was, did he get a full psychiatric evaluation? I want to find all that out and demand that, and then we can go, all right, maybe. But too many times I'm seeing these days, mental health illness or mental health issues are being used as an excuse," she said.
I just wonder how many times this guy will attack people before he's arrested. This guy is unpredictable and he needs help before he seriously hurts someone.
I like the bell idea but if they're not paying attention, I'd probably get very close to them and when they look up, motion with my hand. (no, not my middle finger) .
Bell is better than calling out "On Your Left!". When people here a bike bell, they seem to inately understand a bike is coming and they move to the right. When you call out On Your Left, they often turn to their left, actually walking into the path of the oncoming bike!
