Short answer, yes!

Longer answer, define starter home. Townhouse or detached? Family with kids, married planning kids, or single? (Research schools in these areas carefully.) There are plenty of homes in the 1000-1200 sq ft range in the low 100's, but again, research these areas carefully for schools, crime, and resale value.
For newer homes under $150k, start with some of these:
Lisbon Woods and Walnut Creek (which also has some resale already) are new subdivisions off Poole Road that starts in the 130's-140's. Farmington Woods @ the Oaks has some great buyer incentives. In that same price range, Griffis Glen, Heritage Manor, Granite Ridge, and Abbington Ridge are also newer ones off Rock Quarry Road, less than 5 years old. Also, Chastain off Poole Rd. Further north, off 401/Mitchell Mill there's Brighton, too.

So there's plenty to choose from, depending on your definition of starter home.
