It goes both ways - atheists get offended at Christian signs and Christians get offended at atheist signs. Personally as a Christian I wouldn't be bothered by either - as long as it isn't hate targeted as a specific person, it's just like political signs on the side of the road. Also evangelism is a big deal for Christianity and I guess some people feel this is a way to accomplish that.
I'm not a particularly religious person but where atheists always lose is they can't help but be insulting. If you can't see the difference between the billboard in Charlotte and the signs on Capital then I don't know what to say to you. If the billboard said "there is no God call 1-800-atheist for more info" I would be completely ok with it.
P.S. When you call God sadistic and useless you are pretty much admitting that He exists so...total fail on that one, atheists.

Yes, and they're also protected by the First Amendment (in both cases). That's a very important distinction that people dangerously forget.
I don't like the signs either but not because of what they say, I just think they look awful and make everything look trashy. That goes for political signs as well and business ones on sides of the road.
As far as those bright Jesus signs though, how DO they get them so high up on the poles? That's really the intriguing part for me.
